The agenda for the March 18 special meeting agenda will be posted to the EBCE website on March 17, 2020, and will include only essential items of business. All other agenda items will be postponed. Please note that the special meeting agenda will not include any items related to nuclear power. The special meeting also will not include a general public comment period for discussion of items not on the agenda.
The purpose of the special meeting is, first and foremost, to protect the health of EBCE staff, Board members, and members of the public. A regular meeting with an opportunity for public comment could encourage in-person attendance, against the advice of local, state, and federal public health officials. Further, the decision to hold a special meeting is consistent with the following local, state, and federal guidelines and requirements:
- The Governor’s March 12, 2020, Executive Order to limit non-essential gatherings and implement social distancing measures;
- March 16, 2020 guidance from the White House and CDC to avoid discretionary travel and gatherings of more than 10 people; and
- The Order of the Alameda County Health Official for residents to shelter in place except to perform “essential activities,” and to close non-essential businesses. This new order takes effect at 12:01 a.m. on March 17, 2020, and will continue through April 7, 2020.
EBCE previously anticipated providing a publicly accessible, physical location from which members of the public could observe and offer comment at the public meeting. This physical location will not be provided, in compliance with Alameda County’s shelter-in-place order and in recognition of the serious public health risks it could present. Members of the public are strongly encouraged to remain at home and to participate via the webinar/teleconference options that will be listed on the agenda for the Special Meeting. Comments may also be submitted via e-mail prior to the meeting, to cob@ebce.org.
