Lathrop
Welcome! In April, you will join the 1.7 million residents and businesses already served by Ava Community Energy.

Your Options
All residential, municipal, and commercial accounts in Lathrop will be automatically enrolled in Ava’s Bright Choice plan. Bright Choice offers more renewable energy and is 5% less expensive than PG&E service. You can also choose Ava’s Renewable 100 service (sourced from wind and solar power) or return to PG&E’s generation service at any time.
Ava will send each customer four enrollment notices, one per month, starting in February. Read a sample first enrollment notice (PDF).
What does this mean if you have solar? When you are enrolled in Ava service as a solar customer, you sell your surplus solar generation to Ava, and you buy electricity from Ava when your panels aren’t supplying all of the electricity you consume. PG&E used to do this, but now Ava will. You can read more about solar with Ava or attend a webinar with Ava staff to ask specific questions.
If you prefer to opt out of Ava service and remain on PG&E generation service (which has higher monthly rates than Ava), you can use this opt out form. Customers have until 3/27/2025 to take action to avoid seeing Ava on the bill they receive in May (April – May usage). After that, if they enter a request to opt-out, they may see us on their bill once, and will then return to PG&E full service for the May – June cycle.
Understanding Your Bill
You’ll continue to get your bill from PG&E. Ava’s charges will appear as a new line item, along with a Generation Credit every month from PG&E that more than offsets Ava’s charges. You pocket the difference. For more information about your bill and how to calculate your monthly savings visit Understand Your Bill.
Special Rates Info
If you are on a special rate (such as CARE, Medical Baseline, Electric Vehicle, or a solar rate such as NEM or SBP*), it will transfer automatically to a similar rate with Ava in April 2025. Find out more about our rates here.
*NEM or SBP customers whose true-up date with PG&E is January-April will be enrolled in Ava service in April 2025. Other NEM or SBP accounts will be enrolled during, or the month following, their true-up month.
PG&E Bill After Joining Ava:

After a customer joins Ava, they pay PG&E for delivery and they pay Ava for generation. Ava’s generation charges are separated out into a new page.
Representation on the Ava Board of Directors
An elected official from each of the participating jurisdictions and one representative (non-voting) from the Community Advisory Committee make up the Ava Board of Directors. Lathrop’s current appointments to Ava’s Board are:
- Councilmember Minnie Diallo (primary)
- Councilmember Stephen Dresser (alternate)
Our Board meets once a month and all meetings are open to the public. We encourage you to attend a public meeting or learn more about how we’re governed.
