As of April 1, 2025, Ava Community Energy is the default electricity provider for Stockton and Lathrop. The default service plan for residential, municipal, and commercial accounts is Bright Choice, which saves 5% on electricity generation rates compared to PG&E. 

Important: Some customers in Stockton and Lathrop received a message that there is a $5 fee to opt out of our service. There is no fee to opt out of Ava Community Energy through April 2026. Customers who saw this message have received an email and the error has been corrected.

How It Works

1. We buy clean power.
We build — and buy from — clean power plants. We sell the power to customers.
2. PG&E delivers the power.
Our power is delivered to customers by PG&E. Customers pay PG&E for power delivery as they always have, but no longer pay PG&E for electricity generation.

Our Service Area 

Ava was founded in 2018 and now serves 2 million people in Alameda County and the cities of Tracy, Stockton, and Lathrop. In 2022, the Stockton City Council voted unanimously to join our joint powers authority, followed shortly by the City Council of Lathrop in 2023.

Frequently Asked Questions

If I am on a special rate or discount program with PG&E, will I lose those benefits?

No. If you are on a special rate (such as CARE, FERA, Medical Baseline, Electric Vehicle, or a solar rate such as NEM or SBP), you will remain on those programs and receive the same benefits—plus the Bright Choice discount. Find out more about our rates.

How can Ava have lower rates than PG&E?

As a public agency, Ava has three sustained competitive advantages compared to a for-profit, investor-owned utility. 

  1. No shareholder dividends: As a public agency, Ava does not turn rate-payer dollars into shareholder profits. 
  2. Lower tax burden: As a local government entity, Ava does not have the same tax burden as a for-profit corporation.
  3. Municipal bonds: As a Joint Powers Authority (JPA), Ava can access cheaper capital by issuing municipal bonds 

Plus, Ava is a relatively small, nimble organization; it has much less overhead than PG&E.

How does this impact me if I have solar?

When you are enrolled in Ava service as a solar customer, you sell your surplus solar generation to Ava instead of PG&E, and you buy electricity from Ava instead of PG&E when you consume more electricity than your panels produce. *NEM or SBP customers whose true-up date with PG&E is January-April will be enrolled in Ava service in April 2025. Other NEM or SBP accounts will be enrolled during, or the month following, their true-up month.

Is this a double charge?

No. Ava electricity generation charges replace PG&E’s electricity generation charges. 

PG&E continues to deliver the electricity, maintain the power lines, handle billing, and respond to outages and emergencies.

Why are elected officials on your board?

Our Board is made up of elected representatives from each of the jurisdictions we serve. As a not-for-profit public agency, we do not have shareholders and there are no profit motives. 

The only compensation Board Members receive is $128 to attend Board meetings, which are entirely open to the public. This is typical when representatives are appointed to serve on governing boards.

Was that Ava knocking on your door?

No! Ava does not go door-to-door to customers’ homes nor does Ava have any relationship with gas service providers. If someone comes to your door representing themselves as being with Ava, please ask for their name and then report them to Ava and/or local authorities.

Is there a fee for opting out?

Customers may be charged a one-time termination fee of $5 per residential account or $25 per commercial account. These fees are waived for customers in Stockton and Lathrop until April 2026.
