Ava Bike Electric Rebate Program Official Rules & Regulations
Eligibility for Electric Bike Rebate Giveaway
Ava Community Energy (“Ava”) customers and Alameda County residents (collectively, “Entrants”) 18 years and older may enter a giveaway for a point-of-sale instant rebate (“Instant Rebate”) for an electric bicycle (“e-bike”) or safety equipment (“Prize”) under the Ava Bike Electric Program (the “Program”). If entering within San Joaquin County, the Entrant must have an active Ava account at the time of application.
Ava customers who participate in the California Alternate Rates for Energy (“CARE”) program or Family Electric Rate Assistance Program (“FERA”) program are eligible for a higher Instant Rebate amount. Income qualified Alameda County residents are also eligible for a higher Instant Rebate amount. Income qualification is determined by Ava or the equivalent income eligible rate for Alameda Municipal Power (“AMP”) participants. Income Qualified Entrants are also eligible to receive an Instant Rebate for safety equipment. In order to be considered an “Income Qualified Entrant,” Entrant must be on one of the following income-qualified electricity rate plans within the Program area:
- In Alameda County – excluding City of Alameda – or eligible cities within San Joaquin County: Ava Community Energy’s or PG&E’s CARE or FERA programs
- City of Alameda: AMP’s Energy Assistance Program (“EAP”)
CARE/FERA status will be automatically verified by Ava for an Entrant without the Entrant needing to provide additional information.
If an Entrant is a resident of the City of Alameda and not an Ava customer, their information may be securely shared with Alameda Municipal Power for verification and program compliance purposes.
Only one Instant Rebate per Entrant and no more than two per Ava customer account or Alameda County residence is allowed. Employees, agents and representatives of Ava are not eligible to win, nor are the parents, siblings and children of any such employee, agent or representative or any person with whom such employee, agent or representative is domiciled. Participation constitutes Entrant’s full and unconditional agreement to these Official Rules & Regulations and Ava’s decisions, which are final and binding in all matters related to the Giveaway. Winning a prize is contingent upon fulfilling all requirements set forth herein.
NO PURCHASE IS NECESSARY TO ENTER OR WIN. MAKING A PURCHASE WILL NOT IMPROVE ENTRANT’S ODDS OF WINNING.
Giveaway Period
The Program Giveaway (“Giveaway”) will be held in separate rounds (collectively, the “Giveaway Period”). Each Round starts at 12:00 AM Pacific Time on the fourth (4th) Tuesday of every month and closes at 11:59 PM Pacific Time the day before the next month’s drawing day (each a “Round”). The Giveaway Period will conclude on September 22, 2026. Entrants must have submitted an entry and been verified as eligible prior to the beginning of each Round to be entered in that Round. If an Entrant is not selected in a Round, their entry will be included in future Rounds of this Giveaway.
Giveaway Sponsor
The Giveaway is sponsored by Ava Community Energy, located at 1999 Harrison St., Oakland, CA 94612. Aptim Environmental & Infrastructure, LLC (“APTIM”) will be Ava’s administrator for the Program. APTIM is responsible for the delivery of the Prize(s) to the winner(s). The APTIM computer is the official time-keeping device for the Giveaway.
Prizes
Each Prize consists of an Instant Rebate for an e-bike, as well as e-bike plus safety equipment for those eligible, as further described below. Two Prize drawings will be held in the fourth (4th) Tuesday of each month, including those who entered and were verified as eligible by 11:59 PM Pacific Time the day before will be entered in that month’s drawing; one drawing will include Income Qualified Entrants, as described above, and the other drawing will include all other Entrants.
Instant Rebate amounts available are:
- Non-Income Qualified Recipient
- Standard E-Bike $400
- E-Cargo or Adaptive $900
- Income Qualified Recipient
- Standard E-Bike $1,000
- E-Cargo or Adaptive $1,500
- Optional Add-On Safety Equipment Instant Rebate
- Equipment $250
- Note: this add-on instant rebate is only good toward the purchase of up to 1 adult helmet, 1 front light, 1 tail light, 1 lock & cable, and/or 1 child helmet.
Ava reserves the right to substitute any Prize for one of equal or greater value if the designated Prize should become unavailable for any reason. Winners are responsible for all taxes and fees associated with Prize receipt and/or use. Once an Entrant has been awarded a Prize, the Entrant is no longer eligible to win another Prize during the Giveaway Period.
Giveaway Odds
The odds of winning a Prize depend on the number of eligible entries received per Round. The odds of an entry winning any Prize will be the same for any method of entry.
How to Enter
NO PURCHASE NECESSARY TO ENTER OR WIN. Entrants must submit an entry online at AvaEnergy.org/bike-electric.
All entries shall become the exclusive property of Ava and none will be acknowledged or returned. Proof of sending or submission will not be deemed to be proof of receipt by Ava. Ava is not responsible for lost, late, incomplete, invalid, unintelligible, illegible, or misdirected entries, which will be disqualified.
Award of Prizes
Winners will be notified by email on the day of the applicable drawing. Prizes will be awarded only on verification by Ava that all Giveaway requirements have been met by the winners. Each Prize must be accepted as awarded and no substitution, transfer, conversion or assignment of Prizes will be allowed, except at the discretion of Ava, who may substitute a Prize of comparable or greater value. The winner will have sixty (60) calendar days from notification to redeem the Prize by email. Ava is not responsible for and shall not be liable for late, lost, misdirected, or unsuccessful efforts to notify the winner. If a selected winner cannot redeem the prize within the allotted time, Ava reserves the right to void that entry and select another winner for that Prize by random drawing.
Winners List
To obtain a copy of the winner list or a copy of the Official Giveaway Rules and Regulations, send your request to: AvaBikeElectric@APTIM.com. Requests must be received no later than 11:59pm PST on the Friday following any monthly drawing.
Disqualification
Ava is not responsible for lost, interrupted or unavailable network server or other connections, miscommunications, failed telephone or computer or telephone transmissions or technical failure, jumbled, scrambled or misdirected transmissions, or other error of any kind whether human, mechanical or electronic. Persons found tampering with or abusing any aspect of this Giveaway, as determined by Ava, in its sole discretion, will be disqualified. In the event any portion of this Giveaway is compromised by virus, bugs, non-authorized human intervention or other causes beyond the control of Ava, which in the sole opinion of Ava, corrupts or impairs the administration, security, fairness or proper entry into the Giveaway, Ava reserves the right, in its sole discretion, to suspend or terminate the Giveaway and to award Prize(s) to individuals selected at random from the pool of Entrants received up to the point of termination, or to terminate the Giveaway altogether. In no event will more Prizes be awarded than those listed in the Official Giveaway Rules and Regulations, except as otherwise specifically stated herein.
Tax Information
Liability for any applicable taxes imposed by any government, if any, on any Prize won is the sole responsibility of the winner of such Prize.
Applicable Laws
Offer is subject to all applicable federal, state, and local laws and regulations. The Official Giveaway Rules and Regulations shall be governed by, interpreted under, and enforced in accordance with the laws of California. Ava may, in its sole discretion and without notice to participants, terminate the offer for any reason. Void where prohibited or restricted by law.
Disclaimer, Indemnity and Release
Ava, APTIM, and those involved in the development, production, implementation, and distribution of this Program, and any of their respective directors, officers, employees, officials, representatives, attorneys, agents, assigns, and subcontractors (collectively, “Ava and Affiliates”) shall not be responsible or liable to Entrants for any losses, damages or costs incurred as a result of Entrants entering the Giveaway or use of a Prize won in connection with this Giveaway or the failure by Ava and Affiliates to deliver the Prize to the winner in accordance with the Official Giveaway Rules and Regulations. By participating in the Giveaway, each Entrant agrees to indemnify, release and hold harmless Ava and Affiliates, from any and all losses, damages, rights, claims and actions of any kind in connection with the Giveaway or resulting from acceptance, possession, or use of any Prize, including without limitation, personal injury, death, and property damage, and claims based on publicity rights, defamation, or invasion of privacy. Entrant expressly waives the provisions of California Civil Code section 1542, which provides: “A general release does not extend to claims that the creditor or releasing party does not know or suspect to exist in his or her favor at the time of executing the release and that, if known by him or her, would have materially affected his or her settlement with the debtor or released party.”
Ava and Affiliates do not endorse any e-bike manufacturer, vendor, product, design, or claim in promoting this program. Ava and its Affiliates do not warrant e-bike or safety equipment performance expressly or implicitly. To the fullest extent permitted by law, Ava and Affiliates disclaim all warranties, express or implied, in connection with any e-bike or safety equipment purchased or sold in connection with the Program and Entrant’s use thereof, including, without limitation, the implied warranties of merchantability, fitness for a particular purpose, and non-infringement. Ava and Affiliates do not warrant, endorse, guarantee, or assume responsibility for any e-bike or safety equipment received by Entrants through the Program, and Ava and Affiliates shall not be a party to or in any way be responsible for monitoring or participating in any transaction between Entrants and any third-party manufacturer or seller of the e-bike or safety equipment relating to warranty claims or otherwise.
Data Protection Notice
Ava and Affiliates value your privacy and will not knowingly release, transfer, sell, or trade the personal contact information required to enter the Giveaway to any third party without your permission, except as required to process a rebate with participating bike shops, with Alameda Municipal Power for residents of the City of Alameda, or as permitted by applicable law.
Inspection and Feedback
Ava and APTIM reserve the right to conduct field inspections to verify any e-bike purchase made under the Program. Inspections will be scheduled in advance with the winning Entrant and/or participating bike shops. The Entrant understands that they may be contacted to complete an optional survey or questionnaire to provide demographic information, usage of the e-bike and feedback on satisfaction with the Program or other related questions.
How to Redeem a Rebate
All Instant Rebates must be used within sixty (60) calendar days of issuance. Instant Rebates may only be redeemed at participating bike shops. The Instant Rebate point-of-sale amount cannot exceed the purchase price of the e-bike or safety equipment, nor can it include taxes or shipping costs. A list of participating bike shops can be found at AvaEnergy.org/bike-electric. Shops will process the Instant Rebate at point-of-sale after verifying the eligible rebate code, photo identification, and address via a qualifying document matching the associated Entrant’s entry information. The bike shop will apply the appropriate rebate amount to the purchase price of the e-bike and/or equipment.
Examples of acceptable photo identification are:
- State identification (ID) card
- Driver’s license
- US passport or passport card
- US military card (front and back)
- Military dependent’s ID card (front and back)
- Permanent Resident Card
- Certificate of Citizenship
- Certificate of Naturalization
- Employment Authorization Document
Individuals who are unable to provide any of these documents to verify personal identity may be eligible to provide alternative documents.
Examples of acceptable proof of address documents are:
- Driver’s License
- Computer-Generated Bill (utility, credit card, doctor, hospital, etc.)
- Bank Statement
- First-Class Mail (from a government agency or court)
- Current Homeowner’s, Renter’s, or Motor Vehicle Insurance Policy
- Mortgage, Lease, or Rental Contract
- Motor Vehicle Registration
- School transcript
- USPS Change of Address Form (CNL107)
Individuals who are unable to provide any of these documents to verify physical address may be eligible to provide alternative documents. If you are unhoused in Alameda County and you are working with a government agency or non-profit organization, a dated letter stating your situation on the organization’s letterhead may be accepted in place of one of the above documents.
To qualify for the e-bike point-of-sale Instant Rebate, the e-bike must be purchased new from a participating bike shop for use by the Entrant and not for resale. The e-bike must be purchased on or after winning the Prize. Instant Rebates are not retroactive to past purchases.
The e-bikes covered by this Program can be found on the Qualified Product List (QPL) located at AvaEnergy.org/bike-electric.
E-bikes need to meet the following criteria:
- Must be purchased from a qualified participating bike shop.
- Must be purchased new (used e-bikes are not eligible).
- Must fall under one of the following classifications:
- Class 1: an electrical assisted bicycle equipped with a motor that provides assistance only when the rider is pedaling and that ceases to provide assistance when the bicycle reaches a speed of 20 mph.
- Class 2: an electrical assisted bicycle equipped with a motor that provides assistance regardless of whether the rider is pedaling but ceases to provide assistance when the bicycle reaches a speed of 20 mph.
- Class 3: an electrical assisted bicycle equipped with a motor that provides assistance only when the rider is pedaling and that ceases to provide assistance when the bicycle reaches a speed of 28 mph.
- Must come from the manufacturer with an installed motor, battery, and accompanying charging equipment. Aftermarket electrification kits are not eligible for this Program.
- The battery must have one of the following certifications:
- UL 2271
- UL 2849
- EN 15194
- The electric motor must be 750 watts or less.
- Motors powered all or in part by any means other than battery are not allowed.
- Must have two or three wheels with fully operable pedals (the bike can be propelled by the pedals without electric assist)
Additional Details:
- Dual suspension e-bikes are designed primarily for off-road use are not eligible. This includes Electric Mountain Bikes (EMTBs).
- Standard E-Bikes: are intended to carry a single rider with a small to moderate amount of cargo. It has two or three wheels with fully operable pedals.
- E-Cargo Bikes: are designed and intended to carry more than one rider and/or a moderate to large amount of cargo. It must have an extended frame designed to carry additional people or cargo, and must meet all the following criteria:
- Be designed to carry one or more passengers in addition to the rider OR designed to carry heavier or bulkier loads than a traditional bicycle can carry.
- Have an extended frame (long tail, long john, Bakfiet, or box bike).
- Extended frame has a published cargo load carrying capacity of at least 100 lbs.
- Adaptive E-Bikes. Adaptive E-Bikes are Standard, or Cargo E-Bikes designed to meet the special physical needs or abilities of the operator or a passenger. Examples of Adaptive E-Bikes include but are not limited to:
- Recumbent E-Bikes and e-trikes
- Supine or prone e-trikes or e-handcycles (Electric Handcycles)
- Tandem E-Bikes that allow a rider who cannot operate an e-bike alone to ride with another person
Entrants may return their e-bike subject to shop return policy, but in no circumstance more than 30 days from the date of the Instant Rebate redemption date to potentially receive a new Instant Rebate. All returns must be approved by APTIM before the Entrant is issued a new Instant Rebate. The bike shop must approve the return, based on its return policy. A return receipt or email must be supplied with the details of the return including the bike make, model, serial number, cost, and Instant Rebate amount.
Once a return is approved by APTIM, a new Instant Rebate can be issued to the Entrant to purchase another e-bike under the terms and conditions of this Program. Returns for safety equipment are not allowed. No Instant Rebate returns will be issued after the Program has concluded.
