Ava Community Energy and Prologis Partner to Expand Access to Renewable Energy and Bill Savings in Local Communities
June 5, 2026
Five rooftop solar projects across Oakland, Hayward, San Leandro and Tracy will help deliver 100% renewable energy and electricity bill discounts to eligible households in the East Bay and San Joaquin Valley
OAKLAND, Calif., June 5, 2026 — Ava Community Energy and Prologis today held a community event celebrating the first completed rooftop solar project in their community solar partnership. The project, located on the roof a Prologis logistics facility in Oakland, will generate renewable energy to help eligible local households access 100% renewable power and electricity bill savings.
The project is the first of five rooftop solar installations in the partnership, which includes sites in Oakland, Hayward, San Leandro and Tracy, totaling approximately 7.28 megawatts (MW) of solar capacity. The projects are being developed under California Public Utilities Commission’s (CPUC) Disadvantaged Communities Green Tariff (DAC-GT) program, which is designed to expand access to renewable energy for income-eligible customers in disadvantaged communities. About 3,000 residential Ava customers will be served through this solar electricity generated through this partnership.
The event brought together elected officials State Senator Jesse Arreguín, Oakland City Councilmember Rowena Brown, and San Leandro Mayor Juan González; and state and local agency representatives Kerry Fleischer, Director CPUC, and Daniel Hamilton, Oakland Chief Resilience Officer, community stakeholders and project partners to mark the project’s completion and recognize the broader community benefits of the partnership.
Under the program, solar generated on Prologis’ rooftops is supplied through Ava Community Energy, allowing eligible customers to receive the benefits of local renewable energy and savings on their electricity bills.
“At Ava, we are proud to be part of this statewide effort to bring solar power to disadvantaged communities,” said Howard Chang, CEO of Ava Community Energy. “This project helps make electricity more affordable for low-income customers while also helping us work toward our goals of creating more renewable energy locally and serving 100% carbon-free energy by 2030. Our partnership with Prologis is a practical example of how local energy programs, public policy and private-sector partners can work together to benefit residents.”
Through this Solar Discount Program and other programs, including promoting and building clean energy electric vehicle charge stations, promotion of e-bikes, solar and home battery storage, induction cooking and working with partners to build renewable power plants, Ave is working to increase access to clean energy.
For Prologis, the project reflects a broader effort to optimize its logistics real estate platform to help improve grid resilience through on-site energy, including solar and battery storage solutions. To date, the company has achieved 1.3 gigawatts of solar and battery storage capacity across its portfolio—enough to power 224,000 average U.S. homes—including more than 100 megawatts of solar and storage capacity in California.
“Community solar is powerful because it expands access to renewable energy in a very tangible way,” said Alta Yen, Head of Energy, U.S., Prologis. “Because our buildings sit near major load centers, businesses, population centers and critical goods movement corridors, we have a unique opportunity to generate power close to where it is needed. We are honored to work with Ava Community Energy to help expand access to renewable energy and lower costs for eligible Ava customers.”
“This competitively procured community solar project in Oakland creates opportunities for customers who may not be able to install solar panels on their own homes to participate in a program that delivers direct discounts to their electricity bill,” said Kerry Fleisher, a Director in the CPUC’s Energy Division. “Projects like this one demonstrate how the best community solar projects can expand the number of clean energy projects in California while supporting the communities that need the bill relief the most.”
