Stockton
The Stockton City Council voted to join Ava in 2022, and the City of Stockton began receiving clean energy service from Ava in April 2025.
Benefits of Being an Ava Customer
Savings and Reinvestment
Ava now generates your electricity at rates 5% below PG&E—that means you’re saving a little bit on every energy bill. Plus, Ava returns money to our communities through bill credits, grants, sponsorships, and local programs.
Local Control
Have a question about how Ava works? Want to make your voice heard? Visit our booth at an event near you, call our customer support team, or join us at a Board meeting. All of our Board meetings are open to the public, and our Board of Directors includes a representative from every community we serve. Contact your local Board representative, submit a public comment, or just watch a recording to see how we operate.
Energy Programs
As an Ava customer, you have access to programs that help you save money and increase your energy efficiency. Get an e-bike rebate, earn rewards for charging your EV, or search our incentive finder.
Your Electricity Service Options
Electricity service has two parts: generation and delivery. PG&E handles delivery, but you choose your generation.

What does this mean if you have solar?
When you are enrolled in Ava service as a solar customer, you sell your surplus solar generation to Ava, and you buy electricity from Ava when your panels aren’t supplying all of the electricity you consume. PG&E used to do this, but now Ava will. You can read more about solar with Ava or call our customer support center (833-699-3223) if you have specific questions.
If you prefer to opt out and return to PG&E generation service (which has higher monthly rates than Ava), you can use this form to choose PG&E.
Understanding Your Bill
You’ll continue to get one bill from PG&E. Ava’s charges will appear as a new line item, but they are not an extra charge. PG&E provides a Generation Credit every month that offsets Ava’s charges. For more information about your bill and how to see your monthly savings, visit Understand Your Bill.
Discounted Rates
If you are on a discount program like CARE, FERA, or Medical Baseline, your discounts continue unchanged with Ava. Plus, Ava’s Bright Choice service plan provides an extra 5% discount on top. Find out more about our rates here.
PG&E Bill After Joining Ava:

After a customer joins Ava, they pay PG&E for delivery and they pay Ava for generation. Ava’s generation charges are separated out into a new page.
Representation on the Ava Board of Directors
An elected official from each of the participating jurisdictions and one representative (non-voting) from the Community Advisory Committee make up the Ava Board of Directors. Stockton’s current appointments to Ava’s Board are:
- Mayor Christina Fugazi (primary)
- Councilmember Michael Blower (alternate)
Our Board meets once a month and all meetings are open to the public. We encourage you to attend a public meeting or learn more about how we’re governed.
Ava in the Community
You can reach an Ava representative at 833-699-3223 during business hours (9:00 AM to 5:00 PM on weekdays).
